National Human Resource Center Malaysia

The National Human Resource Centre (NHRC) was established on 1 August 2011. The need for NHRC was reported in ‘Chapter 5: Intensifying Human Capital Development' released by the National Economic Advisory Council (NEAC) in late 2010. The conceptual framework of the NHRC was deliberated at the Strategic Reform Initiatives (SRI) Lab on Strengthen Strategic Human Resource Management Programmes organised by the Performance Measurement and Delivery Unit (PEMANDU) in early 2011.

NHRC is specifically established for Small and Medium Enterprises (SMEs). SMEs have been the backbone of economic growth in Malaysia due to their sheer numbers, size and nature of operations. For Malaysia to achieve a developed nation and high income status, SMEs are expected to be an important driver of growth. Building human capital capabilities in these SMEs would be one of the key determinant factors.

Recognising the importance of HR best practices in organisations, NHRC will provide strategic and operational HR support to SMEs. The centre will play the role of effective HR department with a strong focus on strategic and change management processes covering the following areas:

  • To be a one-stop centre to all SMEs by providing advisory and consultancy services relating to HR matters to meet the strategic changes of the future.
  • To develop a skilled and talented workforce in HR management that improves business performance and delivers company-wide impact.
  • To provide a platform for sharing and exchanging of knowledge, experiences and best practices among HR professionals and practitioners with the latest thinking and research on key HR topics.
  • To mentor and coach SMEs on modern and progressive HR practices, and aligning HR to business strategy.

Target Group

All SMEs in the country and not limited to employers registered with Pembangunan Sumber Manusia Berhad (PSMB) or Human Resource Development Fund (HRDF).
